Experience setting up Informatica Competency Centers is a plus
Has to be an Informatica expert who can setup an Informatica competency center.

Should be able to write development guides, configuration guides for different architecture and design patterns.  

Experience in newer technologies like Integration hub and Informatica data services are a huge plus.

Need a thought leader and quick study.

If don't have the latest technologies and can pick it up, they can be considered.
